EOI Summary: Anchor Industry Partner for ITI Upgradation under PM-SETU (Chhattisgarh) The Directorate of Employment and Training, Department of Skill Development, Technical Education and Employment, Government of Chhattisgarh has invited an Expression of Interest (EOI) for onboarding Anchor Industry Partners (AIP) under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme. The initiative aims to upgrade Industrial Training Institutes (ITIs) through strong industry partnerships to enhance skill training quality, infrastructure, and employment opportunities for youth. Scope of Work Selected Anchor Industry Partners will collaborate with the government to modernize ITIs and strengthen skill development delivery systems. Key responsibilities include: 1. Governance and Strategic Leadership - Provide industry leadership and guidance for ITI modernization.
- Participate in governance frameworks and strategic planning.
2. Financial Contribution and Sustainability - Invest financially in the upgradation and modernization of ITIs.
- Develop sustainable revenue models including fee-based courses and industry partnerships.
3. Training Program Design - Co-design industry-relevant training curriculum.
- Align programs with evolving industry requirements.
4. Infrastructure Development - Design and establish advanced labs and training infrastructure.
- Upgrade equipment and technical facilities.
5. Faculty Development - Support training of trainers and faculty capacity building.
- Facilitate industry exposure for instructors.
6. Strategic Investment Plan (SIP) - Prepare and submit a Strategic Investment Plan outlining capital and operational investment for ITI upgradation.
Eligibility Criteria - Interested organizations must meet the following criteria:
Organizational Eligibility - Large industry organizations, industry associations, or consortiums.
- Strong industry experience and commitment to skill development initiatives.
Experience Requirement - Demonstrated experience in industry operations, workforce development, or skill ecosystem participation.
- Willingness to partner with ITIs for minimum 5 years.
Technical Capacity - Capability to support curriculum development, infrastructure design, and industry integration.
Financial Capacity - Ability to invest financially in ITI upgradation through Strategic Investment Plan.
Financial Criteria - The bidder must commit minimum 17% financial contribution of the total project cost through its Strategic Investment Plan.
- Additional contribution above 17% may be quoted during the RFP stage.
Turnover Requirement - Minimum Rs 1,000 Crore annual turnover in each of the last three financial years.
Net Worth - Positive net worth required (certified by statutory auditor).
