Scope of Work

The empanelled PIAs / Training Partners will be responsible for implementing skill development training centres under the MJPKPK scheme across Maharashtra. Key responsibilities include:

1. Mobilization and counselling of candidates
2. Aadhaar-linked trainee registration
3. Conducting NSQF-aligned skill training
4. Ensuring ToT-certified trainers
5. Managing training infrastructure and practical sessions
6. Monthly reporting to MSSDS
7. Aadhaar-based biometric attendance management
8. Conducting placement activities with minimum 60% placement target
9. Post-placement tracking and documentation
10. Compliance with NCVET, MSBSVET, and MSSDS guidelines
11. Managing training centres directly without franchise or subletting model

Eligibility Criteria

Organizations eligible to participate must satisfy the following conditions:

Must be empanelled under Government Resolution dated 13.03.2026 issued by the General Administration Department, Government of Maharashtra

1. Must select minimum 4 special-category areas among:
2. Must propose minimum 5 sectors
3. Must propose minimum 10 training centres and maximum 25 centres
4. Must not be blacklisted by any Government authority
5. Must submit all mandatory supporting documents
6. Bid validity should remain valid for 90 days

Technical Evaluation Criteria

The technical evaluation will be conducted out of 80 marks based on:

Bidders securing minimum qualifying marks will be invited for presentation evaluation carrying 20 marks.

Financial Criteria

Tender Fee

1. Rs 20,000 (Non-refundable)
2. Payable via RTGS / NEFT

3. Payable through RTGS / NEFT / DD / FDR

1. 3% of Work Order Value
2. Valid up to 180 days beyond contract completion

Payment Terms

Payments to empanelled agencies will be released in three installments:

Submission Guidelines

1. Proposal submission is completely online
2. All documents must be signed, sealed, and page-numbered
3. Conditional bids will be rejected
4. Multiple submissions by the same bidder are not allowed
5. Technical bid only is required at submission stage
6. Supporting documents for every claim must be uploaded
