Tender Overview The Andaman & Nicobar Islands State Rural Livelihood Mission (ANISRLM), under the Directorate of RD, PRIs & ULBs, invites Expression of Interest (EOI) from eligible Project Implementing Agencies (PIAs) for placement-linked skill development training of rural youth under DDU-GKY 2.0. The project will be implemented across: - South Andaman
- North & Middle Andaman
- Nicobar District
Scope of Work Selected agencies will be responsible for: - Establishment of training centres
- Mobilisation of rural youth candidates
- Conducting skill training programs (3–6 months duration)
- Assessment, certification, and placement of candidates
- Ensuring placement-linked outcomes (minimum 50% or more preferred)
- Tracking and reporting of candidates post-placement
Eligibility Criteria Applicants must: - Be registered with MoRD with valid PRN (Permanent Registration Number)
- Be registered under relevant Acts (Trust, Society, Company, LLP, etc.)
- NGOs must be registered on NITI Aayog Darpan Portal
- Have minimum 3 years of existence (except startups)
- Provide placement-linked training (preference for 100% placement models)
- Offer wages above minimum wages prescribed for A&N Islands
- Preferably have prior experience in DDU-GKY or similar projects
- Startups recognized by DPIIT are eligible
- Experience in training Persons with Disabilities (PWD) preferred
Non-Eligibility Criteria - Agencies with ongoing recovery/default under DDU-GKY
- Agencies unable to achieve 50% placement in past projects
- Blacklisted agencies
- Organizations linked with defaulting entities
- Consortium applications not allowed
Financial Criteria - Minimum Average Annual Turnover: Rs 1.00 Crore
