 Scope of Work
The selected bidder will be responsible for:
  1. Delivering online & hybrid training programs across 41 courses
  2. Training 60,000 beneficiaries across Andhra Pradesh
  3. Developing and managing a Learning Management System (LMS)
  4. Establishing a Call Centre for trainee mobilization and support
  5. Conducting assessments and certification through third-party agencies
  6. Organizing employment workshops and job fairs
  7. Monitoring training via dashboards and reporting tools

  1. Covers IT, AI, Electrical, Mechanical, and Digital Skills courses
  2. Device-agnostic learning (mobile, desktop, smart TV)
  3. Hybrid model with optional physical training
  4. Focus on employability, entrepreneurship, and Industry 4.0 skills

 Pre-Qualification Criteria
Bidders must:
  1. Be registered with NSDC/APSSDC/Skill India
  2. Have Rs 20 Cr+ turnover (last 3 years)
  3. Maintain positive net worth
  4. Have trained  60,000 candidates in Govt./PSU projects
  5. Employ minimum 50 staff
  6. Possess or commit to GST registration in Andhra Pradesh
  7. Not be blacklisted by any government entity
 Financial & Evaluation Criteria
  1. QCBS Method: 80% Technical + 20% Financial
  2. Minimum qualifying technical score: 60 marks
  3. Evaluation based on:
    1. Experience
    2. Turnover
    3. Training capacity
    4. Technical presentation
    5. LMS and delivery capability

  1. Bids must be submitted online via AP e-Procurement portal
  2. Digital signature mandatory
  3. Separate submission of:
    1. Pre-Qualification documents
    2. Technical Proposal
    3. Financial Proposal
  4. Upload scanned documents including EMD
  5. Physical submission required only for original BG (if applicable)
