Tender Overview The Haryana Building and Other Construction Workers Welfare Board (HBOCWWB) invites online bids for empanelment of four Skill Training Providers (STPs) (one per zone) to deliver skill training to construction workers under the Construction Worker Skill Development Program (CWSDP) aligned with the Recognition of Prior Learning (RPL) scheme. The program aims to upgrade skills, enhance employability, and promote entrepreneurship among registered construction workers across Haryana. Scope of Work The selected STPs will be responsible for: - Establishment and Operation of training centres across allocated zones
- Delivery of NSQF-aligned skill training programs
- Mobilization and enrolment of candidates
- Conducting training across 9 construction job roles
- Ensuring biometric attendance tracking
- Coordination with Sector Skill Councils for assessment & certification
- Organizing Kaushal & Rozgar Melas every 6 months
- Maintaining trainee database and reporting
- Infrastructure setup, trainers, and equipment at own cost
Training will be conducted under Common Norms defined by the Government of India. Eligibility Criteria Basic Eligibility - Minimum 3 years of incorporation/registration
- Must be affiliated with NSDC / NCVET / CSDCI / Govt Skill Programs
- Must not be blacklisted in last 5 years
Experience Criteria - Minimum 5,000 candidates trained in last 3 years
- At least 20 certified trainers on payroll
- Experience in skill development training programs
Financial Criteria - Minimum Average Annual Turnover: Rs 5 Crore (last 3 years from skill training)
Financial Details - Tender Fee (Processing Fee): Rs 1,000 (Non-refundable)
- EMD: Rs 2,00,000
- EMD Exemption: Yes (for Govt organizations)
- Performance Guarantee: Rs 25,00,000 per zone
